Most of these budget Bluetooth speakers have very similar drivers to what's inside of the tv. They sound better because they have a dedicated box which adds a bit more low end, but reduces the stereo effect because the sound bar usually isn't as wide as the TV. They also have a slightly larger amplifier and front firing speakers. Modern flat screens are all screen, so most tvs have rear or down firing speakers.
For a parent or grandparent hard of hearing, or someone who needs a little more volume and likes the sound of a Bluetooth speaker, these are probably amazing. If someone has the time to set up a true 2.0 or 2.1 AVR or even powered monitor system, they will absolutely beat a plastic Bluetooth sound bar. I would be willing to bet an Anker $30 Bluetooth speaker would improve the sound of most TV's. Manufacturers have been riding the poor tv sound wave for many years.
