Who are their target customers? Small business owners?
these would be awesome, and they'd be great as secondary computer or cheap primary etc. 8gb ram is fine. and i edited this comment cus i assumed you'd have to upgrade to ssd, but it already has one, saving you a few bucks/trouble (then again recent hdd deal was 99 on sff, so you end up paying for the ssd anyway). 256 storage is plenty for me.
for example, i've been playing with security cameras lately, and something small and cheap would be great to dedicate a whole pc to a nvr setup etc. i cant build anything even close for the price, to say nothing of getting a windows license free. another good use would be as an emulation pc for a home arcade machine.
i'm into guns a little, and there used to be these dirt cheap but solid and built like tanks (eastern bloc?) old military surplus rifles called mosin nagant. you could get them for 99 all day, literally pallets and cases of these things were around. clean em up and you had a fantastic rifle for 99. now fast forward a few years and everybody knows about them and combined with generalized inflation they are at least 400 now last i knew, and that great value secret is gone or diminished. i feel like dell refurbished optiplexs are in a similar crazy unknown value league in general. but i hope they never experience similar price inflation.
but then again i suppose at nominal prices (the 199) they arent a great deal and combined with cheap 99 dollar chromebooks existing, probably wont rise too much.

By enterprise you mean a cheap noisy cpu fan then yes. The case is strong metal, you can play baseball with it, but that's the only enterprise thing about it.

can these be upgraded to win11 free? or is win10 pro better?
I assume these don't have any kind of internal expansion/upgrade, IE you need to replace current drive or RAM to upgrade
