What am I missing? The size is XL but fits dogs only up to 28 lbs. I do see that is says small to medium dogs in the listing, but seems another size label would be better. Apologies to OP for not looking more closely at the listing.

I cannot speak for their sizes - i can confirm my dog is 25 pounds and the "X-Large" fits perfect. See pic of size chart also
