If you make one Switch the primary console for the account that owns all the games - then any user on that switch can play primary account's digital games. Then on a secondary switch, the primary account user can log in and can also play the same games - even at the same time. There is one caveat though, the secondary switch will need an internet connection in order to start the games. So playing on the go will be annoying unless you can connect to a network (smartphone hotspot works). I gameshare with my wife and we play multiplayer games quite often.
I got the download card with my son's replacement Switch for either Mario Kart 8, New Super Mario Bros, or Super Mario Odyssey. Trying to trade it for a physical game as my kids have two Switches and it would be easier for them to share.
You can actually share digital games between each other. You just have to log in to one of their profiles on each switch. It only works while they're connected to wifi though. Otherwise it doesn't work.

A lot of these games that have been $40 recently are on the $100 Nintendo Switch Game Voucher list. Making the two game voucher less valuable, unless you get Tears of the Kingdom. Many bought cheap eShop cards from Costco then bought the voucher to get $40 per a game. The fact that many of these games have been dropping in price makes it much more attainable for people who don't have Nintendo Online and access to the voucher and cheaper. Which is great really but feels like a slap in the face to those who bought the vouchers and are also paying for an online subscription and didn't do the Costco deal.

Vouchers are better used for newer releases. Games that have been out for a few years can often be found around $50 or less at retail.
I wouldn't burn a voucher on Mario Odyssey, but Tears of the Kingdom and Pikmin 4? Definitely.
