Power Delivery via USB-C and Quick Charge 3.0 via the USB-A. Total power is limited to 20W, which is typical for these mini-chargers (I've seen up to 30W from reputable brands, but typically 40W comes in the full-size adapters).
You'd be at the mercy of this adapter to decide how to balance power if you actually connect two devices, but I'd argue this adapter is most useful for optimizing charge for a single needed device. Interestingly, although QuickCharge 3.0 is associated with the USB-A port there are likely plenty of devices which will charge faster on the QuickCharge 3.0 USB-A port than the Power Delivery USB-C port. Personally, I still find that many of my Samsung devices will default to 15W Power Delivery (5V/3A) on a USB-C connection but will choose faster/higher power modes when connected to QuickCharge-enabled USB-A ports.

2x30 watt usb c only plug. No usb a keep in mind.
Quality wise maybe, but if you see problems with insignia you can go to any bby for an exchange.
