I used 1 tsp each, citric acid granules and baking soda, 14 oz water, and 2 oz Dawn Platinum. Mix the citric acid, baking soda and water together first, and let it bubble off, then add the Dawn and mix before adding to the sprayer bottle. When mixing, make sure you use a large enough container (at least 4 cups) to handle the initial foaming. When combined, the mixture will have a light blue, milky color, and a thicker viscosity. It's great because it sticks to whatever you are spraying it on. It rinses off easier too.
Update 3/28 - I tried experimenting with different amounts of citric acid and baking soda. The more citric acid you add, the fewer suds you will get when spraying, but the citric acid is really effective. I think a 1 to 1 ratio acid/soda is best. By all means test different amounts. Honestly, I don't know the best amounts yet, but I'm still testing. The formula isn't harsh on your skin and there aren't any noxious fumes.

One spray bottle and 2 refills in case you don't have a Sam's club but do have a Costco membership.
The smell is really strong though.

I was near the end of my homemade bottle so I went ahead and tried more citric acid and baking soda. OK, too much baking soda causes too much foaming when making this. I'm sticking with a 1 to 1.5 tsp of baking soda, but I bumped up the citric acid to 1 tbsp. It seems good to go. Give it a shot. The first time I made it with 1 tsp each it was great, and I don't think you need more than 2 oz of Dawn Platinum.
