This is just straight up false. Microsoft got rid of the $1 promo month for new subscribers, meaning it is $15 dollars now. You can still convert 100% of your gold to ultimate if you don't have an existing GPU subscription, it will just cost you $15 now instead of $1. You should edit your post.
The ratio is actually directly related to the retail MSRP prices for each code. GPU is $15/month, all the way up to a year ($180). The retail prices of gold codes vary based on how many months the code is for. So a one month gold code nets you more GPU per month than a 1 year gold code (1 month gold is $9.99 retail, aka $120/year, while a 1 year code retail is $60, so you get less GPU for it).
