There's no special upgrade link. Just sign up on the Xbox web site for Game Pass Ultimate and it will automatically convert any Xbox Live Gold membership into GPU.

It typically comes back every month. Sometimes 2x per month. Search SD for examples, but it should be back soon. Set a deal alert.
