I think it depends on if the victims being scammed bought the Apple Gift Cards with cash or card. If they bought the cards using cash, the cards usually cannot be canceled. However, if it was purchased with a credit card and charged back through the bank (reported as lost/stolen), then Apple voids the gift card.
In my colleague's case, he bought many Apple GCs from Eneba last year and never had any issue until he tried to buy a laptop earlier this month. His entire $1K+ balance was locked. Apple said some cards he redeemed was charged back after redemption.
Apple asked for the receipts, bank statements, and a copy of the physical cards, but he only received digital redemption codes. I think not having the original physical cards is why Apple still hasn't unlocked his balance.
While scammers use gray markets to sell gift cards from their victims, not all gift cards from gray markets are supplied by scammers. There are legitimate second hand gift cards, too. Ultimately, it's just a risk factor. For some people, the discount is not worth the potential risks.

I purchased 8 from the $25 deal 3 nights ago. The codes came quickly and redeemed just fine. But the next evening when I went to purchase something through the App Store I found out my Apple balance was locked. Took me over an hour with chat support to get it unlocked. Thankfully support unlocked it for me but didn't really give me much of an explanation for why it occurred and I didn't have to supply any additional information. Did it have to do with the GCs? Who can say for sure but it's too much of a coincidence and I'm not willing to take that chance again. An hour of my time and stress is worth more than the $40 I saved from buying those 8 cards from Eneba
