I see this deal popped up for some around this time last year, today I found it on my Delta Amex:

Get a $3 statement credit by using your enrolled eligible Card to spend a minimum of $35 in one or more purchases at a U.S. gas station by 7/15/2023. Limit of 5 statement credits (total of $15). See terms.

OFFER TERMS
Enrollment limited. Must first add offer to Card and then use same Card to redeem. Only U.S.-issued American Express® Cards are eligible. Limit 1 enrolled Card per Card Member across all American Express offer channels. Your enrollment of an eligible American Express Card for this offer extends only to that Card. Offer valid for eligible purchases at gas station locations in the U.S. An "eligible purchase" means a purchase made with your enrolled Card at a U.S. gas station location by 7/15/2023. Offer excludes online purchases and marina fuel or any type of commercial fuel, including jet fuel purchases. "Gas station" means a merchant that is primarily in the business of selling gasoline to consumers. A gas station may sell other convenience items, but its primary business must be selling gasoline to consumers. The following are NOT considered gas stations: superstores, supermarkets, and warehouse clubs that sell gasoline. Not valid for corporate card transactions. Offer is non-transferable. Valid only on purchases made in US dollars. Limit of 5 statement credits (total of $15 back) per Card Member. Limit 1 enrolled Card per American Express Card online account. The enrolled Card account must be active, not past due, canceled, or have a returned payment outstanding to receive statement credits. Any benefit earned from this offer is in addition to the rewards (i.e. Membership Rewards or cash back) earned as part of your existing Card benefits, but your ability to earn spend-based rewards for the purchase will be based on the amount after any statement credit or other discount is applied. I usually don't jump on these gas deals, as 5% cards are pretty easy to come by, but if you fill *exactly* $35, this is 8.57%. To match 5% don't fill more than $60.

Relevant portion of T&C highlighted - basically this should work at US gas stations that aren't a Costco/BJs/Sams or Walmart, etc. Should work for in-store purchases according to the T&C, as it doesn't specify it has to be used at a pump directly. Since Costco/BJs are more convenient for me, I get 4-5% there AND they are typically cheaper than neighboring stations, I might just try to "cash out" this promo by buying GC in store.
