Kroger deal is better, you get 12% off from them, while the target deal is only 10% off on the second card, which translates to 5%off on the entire purchase

Not if they are charging you taxes. I just tried the Kroger deal and most of the savings would have gone back to taxes. There are no taxes from Target.

Is $40 the lowest priced T-Mobile card I can get with this offer?

I know this isn't the best offer from Target, but someone may need a card soon, so it's better than nothing. I still have a few months worth of service, so I'll probably wait for a better offer.

Tax is more variable with Kroger. I live in a sales tax state but have only ever paid a e911 fee, previously .50, now .55 flat. Presumably depends on telecomm statutes.

If that's all you have to pay then I'd go for it. They were trying to charge me normal sales tax in addition to the e911 fee.

This Target deal isn't the best, so I'll probably wait for the next one since I still have a few more months of service.

I have the unlimited starter plan with ATT (not sure if this is post paid?) is there a way to use these prepaid cards?

The $5 off $50 deal is much better especially if you have red card for an extra 5% off. Target always runs it every couple of months.
