Sorry I'll change the title but I think maybe it has to do with which sizes you have recently subscribed to. I can only get it to work on sizes 3 and 7 even though more sizes are listed on both promotion pages.

I had to open the link to the PG $15 credit promotion on Safari, log in to amazon account, and add 1 box to cart (not S&S). I then was able to go back to Amazon app, add 2 boxes to S&S and the 15 credit off 60 finally shows up on check out.
