I tried with a random email and phone number in guest checkpout.
The last page showed coupon price. I then did not click place order, but clicked to the homepage, and from there went to cart. There it said I'm not eligible and removed coupon.
This might be a way to test.

You are right. It's been so long since I ordered Dominos ever since the shrinkflation of the original 3 topping deal. 1 topping for $7.99. With a $3 discount will still order.
