My theory is that it's not regional locked. It's account locked. If you got the email and are targeted, you can use it.
(tried in Apopka, FL near Orlando)
Been a while since I ordered from Dominos on the PC/browser. I hate how they have the area to enter in the coupon just before you're actually checking out/paying. And then they have it way at the bottom of the screen, like they're hoping you won't find it. Website takes forever to go to each checkout page.

1. Needed to check out as Guest (Thank you community Wiki for the tip)
2. I can only get a 1 topping large for that $5.99 price. A second topping adds another dollar, even though the coupon "Large 2-Topping Pizzas for $5.99 each" is applied
