I have been looking for a next action cam (I have a Pocket 1) and I care about image quality.
The Pocket one has excellent 4k/60p from a 1/2.3" sensor on a gimbal. That's about 28mm². The Pocket 2 is 1/1.7" or about 43mm². All else being equal, sensor size will give a first estimate of image quality. In dim light or in the shadowed areas of bright light, bigger sensors will do better.
For comparison, the iPhone 13 is 24mm²; 13 Pro and 14 is 44mm²; 14 Pro 72mm².
Likely the 13 Pro, 14 will be a little better than the Pocket 1 but maybe not enough to notice IRL. The14 Pro will have meaningfully better image quality than the Pocket 1. But those iPhones are not $119 with a gimbal. They are super simple to use.
Of course assuming a modern sensor and a high bit rate, all of these get blown away by ILC sensors; the smaller APS-C is about 390mm² and full frame is 864mm² assuming the video uses the whole sensor.
