The tires, brakes, shifting are great.
The geometry of the bike defininty a hybrid style between cruising and speed. It's not very agressive of a seating position if you want to put in lots of miles efficiently. But it's also not a comfort cruiser. I'd say it's a good balance for putting in short trips quickly. If you want a full time commuter, I would search for something with more suitable geometry. If you want a casual bike for someone who rarely rides, I would go for a comfort hybrid style bike with a front suspension fork and a bigger comfort saddle.
This bike is good for the $450 price, but It's not good enough to justify more than that. I paid $250 second hand like new condition.

I'm seeing all sizes available. I guess it's store dependent.
Also, both bikes come with a free helmet, so I added that information as well.
Either would work, but the large handlebars will be higher and a little farther away than the medium.

I hope it goes without saying that you need to be able to comfortably straddle the top tube, but beyond that it comes to the position of the handlebars in relation to the seat when it's set to the appropriate height.
Ideally you could test ride them to see if the small feels too big for you, but there really is no down side to the step through version.
