I've owned a few sprayers like this, never needed one.

To depressurize, just unscrew the main pump opening until it hisses...
or
turn upside down, pull trigger on wand...it'll release air pressure quickly once the liquid clears the hose.

Tip:
Once done using, clean it:
Rinse with water
Put some water in, pump up, flush water through until air just blows (turn upside down to release pressure while holding trigger on wand)
Store open/dissembled) so it can dry.

I have two of these (1 bug 1 weed)and they are fantastic. They don't have a pressure release valve but they do hold pressure better than my $130 sprayer. They don't leak, you pump it up 25-30 pumps if it's 1/2 full and spray for a long time. I rinse them out well after using and they have held up like new for years. Amazon has a 2 pack for $23

15% ymmv coupon to clip as well, only drawback would be not having a funnel top to make pouring easier but the pump handle and cap looks more durable than some equivalent store brands'.

Can this be used to stain fence? I think the solution is relatively thick.

Chapin make good quality sprayers. This is almost the price of their 1 gal sprayer.
I've got about six 1 gal sprayers, most of them no name brands purchased at lowes/walmart for about $10 or less that I've had for 10 years that still work.
For different applications, fertilizer, lawn weeds, glyphosate, neem oil, wet 'n forget, vinegar or bleach. Do what jimmyzick posted for storage.
