I will probably get an EV or plug in hybrid in the next 2-3 years. Seems like this deal is good enough to jump on. Seems to me like home charger technology isn't moving anywhere fast. Thoughts?

Buy when you need it. Otherwise you risk technology changing or just buying what you never use.

Technology isn't going to change on home charging in 2-3 years. J1772 is the standard, and will be the standard for the foreseeable future. It hasn't changed in the ~10 yrs EVs have existed, and there's no push to change to any other standard (Tesla excluded, although adapters exist).
That said, I agree; no point in buying now. I think pricing and warranty period are more valid reasons for not buying now, though.

Right now we're 10 years closer to the standard changing than when it came out.
Anywho, maybe GM gets their stuff together and offers a free home charger to celebrate 500,000 EVs sold or whatever.

Wait. These things will get cheaper and newer ones with bidirectional charging will come out when v2h becomes more common in EVs
