You are correct. Generally, 3.5 inch drives need to be plugged in. Not sure of a situation where you can run these externals off USB.
As is, yes, you must have it plugged into an outlet. But you can also remove the drive from the enclosure and use it as a standard internal drive, which would run off the power of the computer or NAS or 4 bay enclosure or whatever.
