The PS Plus Collection that you saw posts about expiring is completely different than this. That was a bunch of games Sony made available to permanently own if you bought a PS5 (I'm not sure if an active PS+ sub is needed or not to play them)
This post is about games that Sony adds to the PS Extra and premium tiers the same way Microsoft adds games to their Gamepass service. These games are yours to play with an active sub and while Sony keeps them on the service. There's also the legacy PS+ called Essential which is the same free couple of games you get to "own" while you have an active PS+ subscription.

I'm not sure what you mean, but if you mean that there isn't an expiration on when to download, that is partially correct. The expiration would be whenever Sony removes the games from the roster of games you can play. They usually are available for several months or longer.
Just popping in to say to not sleep on the Evil Within 2. If you like the more recent resident evil games it plays very similarly to it and even has a pseudo open world aspect near the beginning.
Also if you have not played the first I would say feel free to skip it and maybe just watch a summary on youtube. The 1st game was ok, but the 2nd in terms of gameplay and story is way better IMO. If you have played the first and though it was just "eh...", still give this a chance because it is very good.
So can these games be added to your library and you can play them anytime? Even if you drop to the lower tier PS subscription?
No, you need to maintain the PS+ Extra or Premium tier to be able to play these. Also these games are not guaranteed to be available forever because games cycle both in and out of the PS+ Extra/Premium library.
The only games you are pretty much guaranteed to have forever are the 3(ish) games you can claim on the essential tier each month(which you still need PS+ to play)
I upgraded to Extra in February for Horizon Forbidden West and feel like each month, as well as the overall games catalog, has been awesome since then. This month is no exception. Not a lot of games (at least ones that I was planning on playing) have been dropped and they seem to give at least a month notice before they do.
Edited to add that Sakuna: Of Rice and Ruin was very well reviewed. Haven't played it but I've had it on my Switch wishlist for a while.
