I currently have the base game in my Steam Library. I require this GOTY Edition to play Fallout London, correct?

Yes, you need the DLC to play it. From the Fallout London mod's FAQ page: [fallout4london.com]

CDKeys had screwed up on the Purple Friday sale, so they had sent me a 10% off that expires 28th.

This was as good as any game to use it on. (Since I had no more pricy games to buy)

Any way around this?

It activated fine on my end. I went to games > activate a product on steam > it gave me the little window and put the code in there. After submitting it started downloading the DLC's

I tried that, on the website, the phone app AND the program on my PC. it says the account already owns the product associated with this activation code. its updating now... ill see if it downloads the DLC after it done. Not sure how i would confirm that short of it telling me that its fallout 4 GOTY edition.
