Unlike sam's, Costco registers your driver licence. You can't swap emails and credit cards to dodge the 18 month new customer requirement.

I agree, my local Costco is notorious that even if you're not a member for 18 months, they said my info is still exists in their computer and refused to honor any discounted membership and also once said I can't join a family member living in the same address because my relatives last name is different from mine. My local Costco enforces their own crazy rules and I told them to kiss my back and went to local Sam's which is very friendly and also as a premier member get to enjoy unlimited order online and have curbside pickup without going to the club, which is really useful during winter months.

Question. If I was an associate member (primary member added me as their +1), and membership was not recently renewed, am I allowed to sign up as a new member, but as a first time Primary? Thank you.

Anyone successfully received $30 gift card with an old membership account(expired more than 18 months)? Or do you have to use a new email etc as the old log in never disappears?

This. Costco has checks in place to prevent prior customers from signing up for a new membership and getting the gift card. I tried to do this last year using a new email and credit card and they gave me such a hard time when I went in the club to get the physical membership card. They had my license on file from a previous membership and the manager had to override it.

It is 6 months later and I still have not received the gift card. I'm thinking about cancelling the membership and getting a refund since I never received the gift card since that is the only reason why I wanted a new membership in the first place as it was going to offset some of the cost.

Good luck getting the $30. It took 4 exchanges last time and they only gave $20. Take screenshots and prepare for endless hassle.
