Yes, though, as others have noted, you need to be willing to work around some of the missing elements that many monitors will lack in comparison to a TV (speakers and IR remote control).
That being said I did this exact thing with a Google Chromecast w/ Google TV in my daughter's play room. I mounted the spare monitor in the front of a shelf of a bookcase and extracted the audio to send to a desktop Bluetooth speaker using an HDMI audio extractor. The Chromecast remote turns the volume up and down perfectly and the monitor goes to sleep or turns on immediately after the Chromecast is triggered to turn off/on with its power button. Now, I happen to be an avid DIYer, nerd, and amateur audio enthusiast so everything that went into a setup like this, I already had on hand. I would encourage you to determine what you want out of a small TV setup before buying the monitor outright. If you don't have all of the components to make it work properly, well, it could very well cost more than going to Walmart and finding a cheap, small TV.
If it works for you then it's a good deal. I know that I've regretted buying a dim monitor before. I wanted others to know the spec as it's not listed on their page.
It's the first thing I checked on the specs portion of Monoprice's product page. "Maximum Brightness250 cd/m2". I, too, have regretted not getting a brighter monitor, and generally it's a quite noticeable difference.

Can't believe this isn't mentioned in the product description! I successfully cancelled my order based on the VESA issue, only for a monitor to show up on my doorstep today. I contacted Monoprice and they want me to RMA it back to them. Oh well, thought they were trying to get rid of these!
