The 16oz bag that qualifies for that deal is $7.99. The deal OP posted is the best deal for pistachios on amazon unless you get the 3lb bag which comes out to like $0.03 cheaper per lb.

Good price on 'Wonderful' brand pistachios at Amazon. Always fresh and shipped to my door. I don't care about any others except for Kirkland.
