You mean the Warrior step drill bit set [harborfreight.com] at Harbor Freight? The Warrior step drill bit set is titanium, not cobalt. Thus not comparable, as cobalt drill bits are more expensive.

HF also has the Hercules cobalt steel step drill bit set [harborfreight.com], which I think is comparable to the Klutch set (this deal), but costs more than twice as much ($34.99 vs $15).

I use them to drill through firewalls to run car electronics wire. A regular drill bit usually races through after the hole is made, possibly stabbing something on the other side. These do not. They're also one size fits all kinda thing. Always reach for the same tool, make the hole whatever size I need, snap in a grommet, run the wire.

They are inherently good at drilling large diameter holes in thin material. Normal twist bit drills are great when drilling into material that is several times deeper than the diameter of the hole. However, if you need to drill a 1/2" hole in say 1/16" plastic (the first time I used on of these bits) a twist bit is likely to result in a total mess. Step bits avoid these issues. I have some HF cheapies and an Irwin step bit. When drilling metal there is a difference. Not so much for plastic.

Nothing says if M35 or M42...

For the interested, is there a set of real cobalt step drills to know about?

Would like a set for the few times they are just the right tool to have, but it won't help if they are garbage quality.

The few reviews seem to indicate these dull quickly, not surprisingly.

Didn't even know what a step drill bit was… wish I had known a decade ago. I've messed up quite a bit of metal and plastic with regular bits over the years.

Picked some of these up yesterday when I was there to get the free ratchet straps. That store had 30% off in-store clearance so they were only $10. They also had a bunch of clearance items in the store that weren't shown as discounted on the website, so might be worth checking out if you're near one.
