No, it has an "opt-in" system in most states, which means you are not an organ donor unless you explicitly choose to be. I believe California is the only state which uses an "opt out" system, in which you're an organ donor by default, unless you explicitly choose not to.

In "opt in" systems, around 15% of people choose to become organ donors. In "opt out" systems, that's more like 90% (meaning only 10% of people explicitly say "no" to being a donor).
