Withholding is totally irrelevant to qualifying for the credit.
If you're unclear on this go read a 1040.
The part where you compute tax liability is lines 16 through 24.
THAT is where the $7500 EV credit comes off.
Your withholdings aren't even looked at until after that on line 25+
This is also not correct.
The Child Tax Credit is worth a maximum of $2,000 per qualifying child. Up to $1,600 is refundable for the 2023 tax year.
Refundable credits are computed AFTER non-refundable ones-- so the CTC is only "worth" $400 off your tax burden for these purposes- the $1600 left is refundable.
Thus if you had say $7900 in tax burden and one CTC and one EV credit, your tax burden would go to $0 and you'd get a full refund of the $1600 refundable part of the CTC

I know Ford announced they're working on a new battery type and Toyota did too (although their battery is a few years out). Supposed to significantly increase range, or something.
I also recall reading a while back Tesla was having "inferior" batteries also made but for a much cheaper price to the company and customer. Is that what this is?

Is the refresh you're referencing the model 3 that's supposed to be coming out in December? Unfortunate that these current models can't get the updated battery pack.
The warranty is the warranty, doesn't matter if it's a current or previous gen vehicle.
Once out of warranty you can schedule paid service just like anybody else-- same as a guy with a 2012 Model S can, despite the vehicle having been refreshed to various degrees 3 times since then.
Also the present Model 3 have long lead time for some replacement parts, with new one in picture, it's very possible it may get even longer.
So in hindsight some companies care about reputation with existing customers, but Tesla IMHO isn't one. They know there is no choice at this price point. They can throw whatever and see what sticks.
EV at ~$30 after rebates is still vacant other than M3, for the value it can offer as a transportation. But as a car it may actually suck.

So your suggestion they'll suddenly stop supporting anything but brand new cars appears to be completely nonsensical FUD, Teslas model is the opposite of that, offering better, longer, and often for-free support of older cars than any other vehicle maker.

We messed up and put your car into limp mode and it is basically useless, but for a fee you can upgrade and get your car back.
It's a problem familiar to anyone who's spent a decent amount of time playing with a Raspberry Pi – over time, the flash in the SD card reaches its write cycle limits, and causes a cavalcade of confusing errors before failing entirely.
Of course, with proper wear levelling techniques and careful use, these issues can be mitigated successfully. The surprising thing is when a major automaker fails to implement such basic features, as was the case with several Tesla models. Due to the car's Linux operating system logging excessively to its 8 GB eMMC storage, the flash modules have been wearing out. This leads to widespread failures in the car, typically putting it into limp mode and disabling many features controlled via the touchscreen.
They even have the option (though this one isn't free) to update their infotainment system hardware to the next generation one--- try taking your 2012 Lexus in and asking for a next-gen infotainment HW upgrade at any price sometime.

Doing a warranty repair on the first gen infotainment would've just swapped in a new 1st gen unit like any other legacy repair, not upgraded you to the much more powerful 2nd gen one.
Tesla previously responded by adjusting the amount of logging the car performs. This however does not prevent the issue as many activities write to this memory including streaming music and while the reduced logging extends the time before the inevitable failure, it pushed more of the failures to occur outside warranty.
On Feb 1st, 2021 Tesla announced they would recall all cars with the MCU1 and fix the eMMC issue with this hardware. This was after many complaints and private prosecutions by owners and more importantly by intervention from the NHTSA (US Safety board) who gave Tesla an ultimatum to do it voluntarily or be compelled to do it.
Tesla chose to make two mistakes which hurt the MCU1 badly, firstly they used cheap eMMC which has a finite number of write cycles, and secondly they left on excessive data logging that wrote to this memory. As a result the memory is constantly being over written and as a result will eventually hit the write limit and fail.
Once they were compelled to do it as a recall they were forced to reimburse all of the people who already paid.
They refused to support the car and were forced to, plain and simple and well documented, anyone can Google all of the facts, you know those annoying things, my dude
