Movies are filmed at 23.976 FPS
TV is typically filmed at 30 FPS or 25 FPS.
Both are buttery smooth at those framerates and have been for the better part of a century. As for games, a huge number of the best games of all time ran at 30 fps.
60 is preferable for a lot of applications, no doubt. But it's not suitable for all applications, nor even beneficial for all.
