It's only really worth it if you are a Preferred rewards member. Then you get a multiplier on the rewards. So might be worth if you are a high net worth client with them

Also I might have applied for it 3 years ago. Slightly more than 3 years ago. Is there a rule that this bonus is only available every n years?

I am not sure, I used the open bonus point to buy an air ticket and it worked well.
