China is pretty much a first world country, at least in all the major cities. Laws are enforced, public safety is all-encompassing, and people are (mostly) civilized by Western standards besides maybe some cultural differences. You're probably safer out there (even as a tourist) than you would be in most US cities. Traffic is still pretty nuts in the way that pedestrians yield to cars and scooters, but honestly it makes more sense that way since pedestrians take that entitlement way too far out here.
There are hundreds of thousands of foreigners visiting or living in China at any given time, you will not get detained for being a certain citizen unless you break the law. You won't get detained for existing on Chinese soil
