It's not true for international flights, specifically with American airlines. May be it depends on the airport too. Big airports like may be ok.
Yeah no way I would take that gamble. If you get an agent who checks your dimensions, you'll be paying more for the oversize baggage fee than you paid for the luggage!
62 linear inches and 50 lb is typically international flights. This one is 63.7 and 40lb capacity. It is risky to get a fee from time to time if not always.
An analogy would be a senior citizen isn't going to get carded for alcohol, whereas, they might for a 25 year old.
So unless you were checking in borderline oversized stuff, they wouldn't bother checking size.

Mine just arrived, and the 20 inch isn't very small. It's tiny. Why bother putting wheels on it. Will be returning.
