According to Amazon reviews, some of which are from experienced I.P. users, check for the following possible defects and make use of the free return period if needed:
( i ) indicator may not progress beyond pre-heat mode to cook mode especially in slow cook but possible in p.c. or sous vide. Normal: Add 3/4 cup of water to the bottom. Don't add food. Press manual pressure cook. Turn the dial to set time to 5 minutes. Press the knob to lock time ( the number stop flashing ). Press Start. In no more than 15 minutes without food the pop-up should be up, no steam leaking and it has progressed to cook. After cook time it progresses to keep warm.
( ii ) Slow cook failure: Reported similar to above. Note that some models won't cook in modes other than p.c. mode using the p.c. lid. A plain lid must be used. This is normal.
( iii ) No heat or low heat. Pro has a 1200 watt heater and should heat fast. Fill it half way in a second test and make sure that it comes to temp fairly in under 30 minutes.

FWIW when I need extra room for vegetables or need to cook multiple things in layers I need the 8 qt which also allows extra room for the pot-in-pot method. I.P. can't be filled to the top. It's really 6-7 quart capacity.
I have Duo Evo Plus which is nearly identical to Pro in style and features. The evo models have precise digital temperature control and everything Instant Brands has learned about making I.P. better and easier to use. I've tried every preceding i.p. model. I'm not going back.
The evo's heavy duty flat bottom inner pot with insulated handles is a true stock pot which can be used on the stove. No mitts required when removing hot. When time is short I blast it on an induction burner then transfer hot to I.P. to finish cooking. Pressure then builds in two minutes or less for soup or broth.
Discounting a few rare price mistakes a search of SD shows $120 on average to be a low price for 8 qt from last year I've lucked out on Warehouse buys with packaging damage. Could try there.
