Once the cart was adjusted I added the coupon. Had to do store pickup nearby as shipping was unavailable. (note - don't change it to shipping in cart, the order won't go through)

I was naively hopeful the promo would be valid on Disneyland tickets since they aren't on the exclusion list, but no dice.

Once you have the status, you will get these offers in your target circle account. It will be an offer you add to your card just like any other target circle deal, not a code. She will need to use your red card to get the deal, or actually, I guess you don't need a red card, she'd just need the Target app on her phone logged into your account and have added this offer from Target Circle in the app "wallet" in order to get the discount.
