I will say that while I totally support Intel trying to break up the duopoly of AMD and Nvidia, you are probably better off with the 6700XT at the $300 price point.
The ARC's 16GB VRAM is nice at this selling point and has AV1 encoding, but…the blower design didn't get very good reviews as cooling. While the drivers are finally pushing this cards numbers and performance, they have crappy record of not even being able to open games until Intel was able to push a patch OR until the developers were able to add better support. AMD'a RDNA2 is just overall a more viable product in my opinion simply because Intel is still "new to the block".
This card would be wonderful for a plex server, but for gaming value, you're better off with the 6700xt or honestly just keep sticking with your 2080 Super for another 6 months to a year to see how prices fluctuate.
