All bulbs are off which means it's fuse not the bulb. I am trying to figure out which fuse, its model number and location in the car to replace.
Fuses wear out; very rarely, but it happens. With that said, a good run of thumb is one and done. If you replace the fuse and it blows again, take it to someone who knows what they're doing. Something is likely shorted (broken).

TPMS programming needs a different tool
The Torque app allows you to read the diagnostic details from cars. For instance if you have a check engine light on, you can connect the Bluetooth reader and then connect it to your (android) phone and read the codes. It also allows you to clear the codes. I've used mine enough to justify another one at $12 for the convenience and to keep one in each of my cars.
