which I think is fairly reasonable. Also for a replacement for a 10 year old computer 16gb may well be more memory than the old computer has. That would be 3rd or 4th gen Intel Core series which should have a max of 32gbs of memory. 4gb or 8gb wouldn't be surprising in that old of a system.
You have no idea which requirements "office work" actually has, since it's all the same to you. If someone asks you about an upgrade path for RAM, telling them that "it's already good enough" should never be the first thing that you reach for.

As a random data point the current Steam hardware survey has ~25% of systems with less than 16gb of ram, ~50% of systems with 16gb of ram and ~25% with more than 16gb of ram. So even today having a system with more memory than this comes with would be uncommon in this data set.
