Yes, it's been on the last few 'add Discover card' promos, however IIRC the date wasn't as recent to each of the promos and it was set much further back.

I removed my Discover card at least 3 prior promos ago, and just qualified on this promo.

The only other 'payment' promo I can recall had to do with Venmo, but I don't think the verbiage was attached to that simply because that promo was "Set Venmo as your default payment method" and not adding Venmo as a payment method.
Amazon had seen that many ppl were only adding Discover just for the promo, then quickly deleting Discover after they cashed in on the promo, so naturally Amazon added the stipulation about removing Discover during their determined time frame.
