Have someone else signup (spouse, significant other) and put them as primary and yourself as secondary (domestic) and it will work. As long as the primary hasn't had a membership recently.

As an additional FYI, mine came from two different senders. The $45 was from Costco Digital Shop and the $40 off $250 and the $100 for travel purchase showed up as mail_test_B2C

So check the emails.
For me they both came within 10 mins of each other. My membership was opened on 7/31 and got both cards on 8/2 at 5:00PM.
Also I have not gone to the store yet to get a physical card or purchased anything online.
