Steps 5, Steps 6, Steps 8, and Step 9 is probably where most people are having issues not getting deal to work.
OP used incredibly detailed step by step guide, so as a form of respect, make sure you follow those steps perfectly. Hard to troubleshoot if it doesn't work for you as I got it to work for me following those steps.

It worked for me. Bought 4 of the angel TP and some Mrs. Meyer's hand soap to get the total passed $50 and too off $15. I did not S&S any of the items
edit: all the items need to be selected items. you can see those items by clicking "Shop items" from the angel soft item listing.
Angel Soft is not scheduled to arrive until August 24 - 29. Hopefully the Charmin lasts until then.
