Last year I received multiple e-mails from Comcast/Xfinity and then we received a phone call due to the sheer volume that was being downloaded.
I think getting an e-mail or two from your provider is no big deal, but the phone call was to threaten to discontinue services.
If you want to test the waters without a VPN, my recommendation would be to only do a couple at a time and wait 24 hours to see if you get an e-mail.
I don't believe Comcast/Xfinity really cares that much, but I believe they've been asked by the content owners to intervene if it gets to be extreme.
