Are you a gamer? If you're a gamer id probably go with the 13700k. If you don't game then I might save the $100. But the 13000 series is better than the 12000 series.

A relative is looking to upgrade and wants a 13700k and 7900xt gaming build. Is 850w psu enough and do I need to worry about thermals on the 13700k? I would like to build it right the first time to avoid issues later on.

Newegg has a power supply calculator. It says you need 700-800. For that CPU and video card.
But if you start adding a bunch of hard drives, you're going to need more power.

Microcenter isnt dumb, they do these as limit 1 per customer and yes they register customers and discourage smurfing with multiple accounts. It would be a PITA to make that work.

Could just have the person who wants it order and have a third party pick it up and ship it on their behalf. Then it's delivery person doesn't have to smurf or make multiple accounts.

They are extremely similar, yes (same core count, socket, power draw) but with the 13th gen you get a bit newer rev, with an extra 200mhz base clock and turbo clock. It does go about 10% faster. Its more future-proof but if youre pressed for budget the $100 would be better added to your GPU spend or a nicer 4th gen SSD.
