They have different strengths, and many areas of overlap.
Anyways, someone usually posts both the Sam's & Costco ads on Slickdeals. The most recent Costco ad was quite similar Sam's ads I usually look at, as far as the items I usually purchase. I'm not sure which store has the better prices out the door, but I was surprised how many identical items were being sold by both stores.
The main thing keeping me at Sam's(Plus) is the free shipping, since I live 30 miles from the nearest Sam's or Costco. I order probably 40% or more of the items I purchase from Sam's. I don't think Costco has anything that compares. Costco needs to up their shipping/curbside pickup game.
But I personally find that costco vegetables (except watermelons) are tasteless and inedible.
I go to samscub more often than costco because i find the grocery item and strew meat at samsclub that are better quality. I like the scan and go a LOT. it is like freedom to pay how you want without being stuck in line. I don't use the gasoline at sams club cos they are NOT the top tier gas like costco and gas station quality.
But except for grocery and meats, Costco is far better. Costco is a premium version of wholesale store. I go to costco for overall shopping. The clothing and shoe items and other items I find at costco are far better brand, better pricing and better variety. sam's club feels like a walmart. Costco almost always has free shipping on most items without minimum req where as sams club has shipping fee or plus member req. I wouldn't shop any clothing or item on sams club cos of lower and cheaper quality.
Therefore I have always found samsclub basic membership for almost free or $10 max.
If I can find sams plus for $20 I would do it otherwise I don't.
Why Sam's is better? For us, parking is MUCH MUCH better. Sam's Club has Scan-n-Go, where I use the app on my phone to scan items I put in my cart, pay in the app and walk out the store. No waiting in lines (which I will admit are shorter than Costco). Scan-n-Go is the best thing ever. With Plus membership, you can go in the store 1-2 hours before they open to everyone else. You also get free shipping and curbside pickup with Plus.
With regards to product, both Costco and Sam's have pretty much the same products. Practically everything at Costco is becoming Kirkland brand. Not so keen paying $60 membership to buy store-brand items. Sam's has Member's Mark store brand, but I think has much more name brand than Costco.
Try it out. Plenty of deals on cheap memberships. Get the app and set it up so you can scan-n-go. Costco is so "last decade" technology-wise. Sam's Club has real time inventory on their website so you know if they have what you're looking for. Costco has nothing of the sort.

I get what I get at Sam's not because my grocery store doesn't carry it...I buy at Sam's because it's usually ridiculously cheaper than the grocery store. I don't buy produce at the warehouses...I buy it fresh at the grocery store. Same for day-to-day needs.
Having lots of things in one place saves time, gas and money since the warehouses are cheaper.
