The newer 13th generation system uses a Mobile U-series ("Power efficient") chip with a lower TDP of 15W and a smaller 2P+8E cores configuration.
Either system is arguably awesome for many use cases. There is less RAM (16GB) in the 12th generation platform, and RAM can't be upgraded (soldered) for either model.
However, I'd suggest that if you can live within the RAM limit (16GB) and want to maximize performance capability and/or bang-for-buck the 12th generation is the obvious pick. The 13th generation option prioritizes efficiency and has a power limit which would let the newer platform get beat in certain drag races with the old platform (which might be meaningful for those, for example, doing video transcoding). Still a great CPU and nothing to sneeze at, just note the significantly different processor category selected which does alter the nature of the device.
I'd dare call the 12th generation a sort of flagship-device (sub-Spectre) whereas the 13th generation configuration is more of a premium productivity configuration (great for an Envy, but potentially outclassed by any true flagship mobile).
Good luck!
Jon
