If I put in a new Drive do I have to clone the existing Drive or do I just hit some fancy button and it loads up Windows on the new Drive?
You can (clone), but probably easier to just reinstall windows from a image on thumb drive or other external bootable drive. No, there's no magic copy of windows that automatically gets installed. There's an option like that with Apple to install to a new disk over an internet connection, but as far as I know not for any windows systems.

Does the micro size have room for a 3.5" drive, or only the smaller 2.5 (or m.2)?

EDIT: Seems not, found references after searching elsewhere. Would probably grab a SFF if there were any left, but really need the 3.5" storage that the MFF is missing. Maybe a USB 3 external..... meh.
2.5 only and one m.2 slot on the motherboard.

How do you use this as Plex box? How is it accessing storage? Virtual cloud drive, network mapped drive, or USB external?

Great for running as a server. My digital life is 2x better after installing one. Just load up on docker containers and enjoy: look into nextcloud, immich and jellyfin to get started.

Dell does have a cloud restore on some systems. For the other business models, you can download a Dell OS Recovery program to build out a USB installer to get a more-or-less "Factory" install. I don't recall if you have to feed the OS tool a service tag or if you can pick from a model list.

I don't use it for my own systems, but I did have a weird support case at work, where I had to redo the system from this before Dell would allow me to ship the laptop back for service. (bad mobo, froze during windows 10/10 times, but preboot assessment diags ran flawlessly...)

Not sure why anyone wants a 3.5-inch drive these days when a 2TB m.2 NVME SSD costs $65.

Very likely he was going to use it as a file/cloud server of sorts. I have seen 14TBs for around $130 recert. Not recommending it, just taking a wild guess for a reason. Other use case would be to put an optical drive if the person was planning on using it as a media center. I know everything is streamed now a days but I still see a ton of Redbox kiosks all around, ie is not too far fetch that a person would want to put an optical drive. Just my two cents trying to see outside of the my horse blinders, but otherwise agree with you. Solid state storage prices are falling down and very cheap lately. Better performance and less power consumption.
