8th gen Intel makes a phenomenal Plex box or home server! Mine has an 8tb ssd and is a torrent and Plex and backup server for the whole house!

So this finally worked for me to create a local account with a new Win 11 setup from scratch using a USB stick. Downloaded the Win 11 bootable copy from MS.

Disconnect LAN/wifi
Next use the steps from here to BypassNRO command

1. Start the Window 11 setup.
2. When you see the Let's connect you to a network screen with the grayed-out Next button, press Shift + F10. This launches a command prompt.
Now run the following command at the command prompt:
oobe\BypassNRO

3. After your system restarts, you need to select your region and keyboard layout once again. But this time, on the Let's connect you to a network screen, you will see a new I don't have internet option.

I had a bibb county also but rebooted and did the no internet setup and went into the manage user settings and deleted two users and changed pc name also. Rebooted and no issues anymore. Did the bios update and windows 10 updates. Running fine now.

Presumably these devices were leased by Bibb county.

Note that most Dell Refurbished deals are simply off lease devices. As part of the lease contract the lessor will typically do the basic restoration (reloading of the operating system) and grading/refurbishment (though I would use the term refurbishment lightly - in many cases this means a basic cleaning or application of a sticker over any particularly bad scuffs). FedEx was a common lessor in prior deals.

In all of this Dell is simply an intermediary doing sales comparable to drop shipping and then providing after sales support.

Sounds as if Bibb county did a pretty poor job of factory resetting their devices.

Were you also going to pursue the Windows 11 update option? I ask to determine if the option became immediately available.

Yes. After I downloaded the updates and got caught up, the update to windows 11 option was available to me.

I had the same issue showing "Welcome to Bibb County School District" and would not advance without a valid email or security key. My HDMI port also did not work. I emailed support to ask for a replacement, awaiting response.

Looks like FedEx SC messed up this lot and didn't have these removed from autopilot.
The owner tenant is embedded in the BIOS and I heard the PC will call "home" everytime it boots up or Windows is installed. I do wonder if they can remote wipe the system anytime in the future? Not sure if a school district would bother that much but just in theory?

Anyways if you are going to put that much effort and risk, might as well call Dell and get a partial refund if you can.

disconnected internet and after language selection there was a button on lower left side to continue offline setup. Continued to setup windows and was able to delete previous user account and setup mine.

Yeah, I think I must have gotten to far in now, no longer showing a language screen. Oh well, back to Dell it goes.

FYI as of now, Dell support said they no longer have any replacements so you will only be offered a refund.

I made it to the blue school login screen and just unplugged it and started over again, but didn't connect it to wifi.
