It's a standard Asetek 280mm AIO with a pair of solid ARGB radiator fans and an RGB controller. If you want to watercool your CPU, you won't beat the price on this. The fans and block look good and the controller lets you run the fans and block RGB sequentially, rather than just in parallel like most.
The Ugly: The fans use a proprietary 9 pin connector (basically motherboard USB header) for both pwm and argb, so the controller is necessary to use them as they are. They want you to use thermaltake software to control them (don't!). If you want more of the same fans, let's just say the best way is probably buying a second AIO.
The Upside: the controller works with signalrgb, razer, openrgb, and maybe others, so you need never install that thermaltake software. Adapters are easy to make if you had/want to use that controller. It also works with the NZXT Kraken G12, if you're interested in water-cooling a GPU without custom loop.
In short: If you want an AIO you can't beat this in terms of function to cost. You can quietly cool any consumer CPU with this, or any GPU that the Kraken G12 fits.

Honestly I'd probably opt to go with the corsair AIO that was on sale recently. The Corsair AIO comes with a 5 year warranty vs the 2 year warranty on this Thermaltake one....
