The real value in this is that you're getting American Tourister (a solid brand) and a hardside underseat bag that conforms to the personal item restrictions of Frontier [flyfrontier.com] and Spirit [spirit.com]:

That particular combination of hardside luggage at maximum personal item size from a reputable brand is exceedingly rare and almost exclusive to kids products. Typically the selection for personal item bags are often somewhat undersized.

Earlier this year a number of designs were available between $90 and $100. I used the 18" during a summer flight via Frontier and it made for a near-perfect Frontier personal item option! Slipped into the sizer effortlessly. Sadly the lack of a side handle made extraction slightly more involved, but I have few complaints given the ease of measurement.
