I live in NJ and 1.6 is illegal now. The Kohler 1.28 that I purchased flushes just as well as the Toto did.
Alas, I haven't much time for yet another "project," and will likely regret not jumping on this deal

Keep in mind no toilet seat included and a soft close runs about $60 bucks
"Universal Height" is the standard, but not really ideal if you don't have any children in your household, as a seat that's only 16 inches from the floor is quite short (just below the knees of an adult). I wonder if Toto offers anything similar with a higher-up seat? I couldn't really find anything.
