Good price. However I recommend spending a few bucks more to get a Franklin Sensor that has multiple sensors to find studs.

No. I've had several Zircons (last one was a gift, one of their top models), and they just aren't reliable. I literally have better luck knocking on the wall and listening for the stud. It has worked before, but I think it's terrible on thicker drywall. Sure, this is a good price, but I'm honestly not sure that the stud sensor is "better than nothing".

I have plaster and lath walls (old 1920s townhome)… I've tried stud finders before and they didn't work.

I know I can use anchors instead of trying to find a stud to drill into, but What's the most effective tool or method to ensure prior to drilling that I'm not going to hit a water/gas pipe, electrical wires or something else lurking behind the walls? I get really anxious about it lol.

Without spending a fortune on a 'pro' tool I'd recommend the Walabot tool. The v1 only works with Android but I think v2 does iPhone or Android. I picked up a v1 off eBay for like $30 and bought a cheap Samsung track phone burner to use with it and it's been really good. It's not perfect but it's by far the best option I've come across for a use case like yours and mine where you have no idea what else could be behind the wall. I've tried a few advanced stud finders that have different LED colors to indicate if a possible stud/wire/pipe but it's been like playing roulette. Good luck!
