As the owner of an InReach 1 I would definitely not buy a new one in 2023.
Here's a comparison between the three InReach products:

IMO these are essential for someone who travels outside of cell range in case of an emergency or needs to communicate via text or email through satellite. Many lives have been saved with these and many lives could have been saved with one.

Far from an expert, but some friends of mine used one in Yosemite this summer and said it was invaluable (as long as the recipient has reliable Wifi, which is a crapshoot there)
This requires an annual maintenance fee just to keep it. Then you can set up an annual subscription fee to use it or you can use month-to-month subscription it was something like $10-15/month called Flex plan I think. You can start and stop the flex plan anytime. So you could activate the plan only for a month if you are going on a camping trip etc. Garmin also raised the subscription price on the 2nd year I had it. Definitely not cheap.
Garmin mini vs IPhone SOS (my experience)
Pros:
- Battery last very long. If you bring it without interval tracking and for SOS only, it lasted more than a month for me.
- Way more robust than an iPhone. Can handle drops and impacts.
- The waypoints and website is pretty cool for people to check on where you are. Can use to create waypoint etc.
- Can send custom messages and a few pre-defined messages to both SMS and email recipients with links to the map on their website. Not just SOS function only like iPhone. The custom messages are not unlimited. I think you can send like 10 message/month with the Flex plan. The pre-defined message are unlimited. Usually I had something like. "Camping here, everything is ok". I also believe you have to have all your contact added in advanced on the website. Can't do it on the device on the fly.
Cons:
- Subscription fee and annual fee.
- Device interface is clunky and very slow. If you don't use the connect app. You have 3-4 buttons to navigate and type one letter at a time.
Again, I never had to use the SOS on either device. So can't comment on that. For me the iPhone SOS fulfilled my needs which is really for emergency.

I used the SOS feature of iPhone 14 just a couple weeks ago in the middle of the narrows in Zion National park to help get search and rescue notified of a hiker who had a seizure and was not doing well. It was hard to get a signal at first because the narrows is literally a deep river cut canyons between two high rock walls. It worked and got the info out and I'm never going on any adventures without it.

I'd recommend the mini 2 over the 1. It occasionally gets marked down to 350.
